Abstract : ): Preschool education is undergoing significant expansion in developed and developing countries (Olmsted, 2000), which is driven by research evidence that attests to the significance of good quality provision for children’s immediate and future development and achievements (Melhuish & Petrogiannis, 2006; Siraj-Blatchford & Sylva, 2004). However, whilst these developments are to be welcomed, there are ongoing debates about the direction of national policies for early childhood services and provision (Wood & Bennett, 2006). In particular, the issue of ‘quality’ has become central to research and policy developments, specifically what are the key characteristics of ‘quality’, and how conceptualisations of quality need to be culturally and contextually situated.Whilst international perspectives increasingly inform the field, there have been relatively few studies that have examined the issue of quality in Middle Eastern countries, and therefore little knowledge about Islamic cultural influences on provision and practice. The aim of this paper is to present the findings of a study that was conducted in Saudi Arabia (KSA), and aimed to develop a tool for evaluating the quality of pre-school (kindergarten) centers (Gahwaji, 2006).Research evidence in the provision of preschool education indicates that debates on the quality of preschool centers in (KSA have focused on five interrelated dimensions: staff qualifications and interactions, curriculum and pedagogy, physical environment, access, and children's needs (Gahwaji, 2006). Each of these five areas is presented in terms of the differences between services that are provided by both public and private pre-school centers.
