Abstract : The overall aim of the study is to design a tool for evaluating the quality of pre-school education in Saudi Arabia (KSA). The study adopted a multi method approach, involving questionnaires, interviews, classroom observations, group discussions, and documentary analysis. The study is divided into three distinctive phases. The Building Phase captures the different stakeholders’ perspectives of quality pre-school education and establishes a picture of how quality can be measured by using several evaluation tools to compare the different quality levels of pre-school centres in the sample. The Trial Phase presents the analysis of teacher’s feedback regarding the trial process of the evaluation tool in the In-service Training Centre for pre-school teachers. It ends with the refining process that present the experts’ feedback, which constructs the final form of the Early Childhood Environment Rating Scale of Saudi Arabia (ECERS-SA). The Implementing Phase provides a reliable and valid tool for evaluating the quality of pre-school education in KSA, which is culturally and contextually sensitive. The study creates an evaluation tool that sets the frame of reference against which aspects of quality can be measured. However, further research needs to be conducted on how the evaluation tool is used in practice in KSA, how teachers, directors, and supervisors identify areas for change and development, and how change and development can be brought about without displacing the society’s traditions and beliefs. The study recommends future research and change in Saudi’s pre-school teacher training programs, both of which should centre on gaining a better understanding of what constitutes quality provision in the Saudi and international contexts.
