Abstract : During the last years, the role of early childhood Education was a great concern in Saudi Arabia which in turn resulted in the increased number of preschool centers in Jeddah. Since then, an evaluation in the programs offered has evolved which resulted in diverse situations among kindergartens such as operation hours, tuitions, curriculum; staff qualifications etc. this paper will represent the debate about applying the concept of "learning through play" in educating preschool children where the research problem is raised because of the teachers' opposition and mothers' conformity about the concept of play. Through questionnaires, (360) mothers and (27) teachers in (9) kindergartens in Jeddah, different perspectives were analyzed based on their interpretation of learning through play. Classroom observations were conducted to evaluate by the extent to which the curriculum is or is not ‘play’ based is developmentally appropriate. Research studies throughout the world concludes that in the most effective centers, "play" environments were used to provide the basis of instructive learning. The study proposes that the most effective pedagogy is both "teaching" and providing freely chosen yet potentially instructive play activities.
